The special vehicle industry cluster has begun to take shape
2025.09.21
01 Industrial Scale and Structure
As one of the regions with the most complete automotive industry chain and the highest degree of industrial clustering in China, Shiyan currently has 56 specialized vehicle enterprises with production qualifications, producing an average of 100,000 vehicles annually.
These enterprises can produce over 3,000 products across six major categories, forming a diverse product landscape including dump trucks, truck cranes, oilfield vehicles, fire trucks, and RVs. Eight product categories rank first in market share nationally, while 29 products are among the top ten in the industry.
Suizhou, known as the "Capital of China's Specialized Vehicles," has over 80 specialized vehicle enterprises with production qualifications. In 2024, Suizhou produced 164,000 specialized vehicles, capturing over 10% of the national market share, with the output value of the specialized vehicle and emergency industry exceeding 60 billion yuan.
02 Market Trends and Performance
In the first half of 2025, China's specialized vehicle market exhibited dual characteristics of "remarkable specialization" and "divergent growth."
Specialized vehicles in municipal sanitation, cold chain transportation, engineering construction, and emergency support sectors drove structural upgrades with a composite growth rate of 14.82%. This indicates that special vehicles are moving toward greater specialization and segmentation.
The new energy sector showed divergent growth. While the growth rate of pure electric models slowed, hybrid models experienced explosive growth, pushing the penetration rate of new energy close to 30%.
03 Product Innovation and Breakthroughs
Product innovation is the core driver of industry development. At the Suizhou Industrial Development Conference, the municipal automotive association released the "Eight King Kong" star products.
These products include the Bolite High-Altitude Tethered Drone Fire Truck, Sinotruk Hawa New Energy Dump Truck, and Xuji Sanling Emergency Power Vehicle, covering new energy, emergency support, firefighting, and travel accommodation sectors.
The high-altitude tethered drone fire truck, dubbed the "high-rise fire extinguishing利器," features a large-payload tethered drone system with an operational height of 150 meters and an ultra-long喷射 distance of 25 meters. Coupled with a 3-minute rapid response mechanism, it can sustain uninterrupted firefighting operations.
04 New Energy Transformation Trends
New energy adoption has become a significant direction for the special vehicle industry. From January to May 2025, cumulative sales of new energy specialized vehicles reached 134,000 units, with a penetration rate of 27.3%.
In terms of technology types, pure electric vehicles maintained their mainstream position, but their market share slightly decreased by 1.2 percentage points, with some scenarios being分流 by plug-in hybrid models.
This分流 phenomenon became more evident in the first half of 2025: the growth rate of pure electric models turned negative, while hybrid models experienced explosive growth driven by policy regulations, improved technological maturity, and突出的 economic advantages.
In terms of functional categories, road transportation leads with a new energy penetration rate exceeding 30%. Civil engineering ranks second with a penetration rate of 26.3%. Municipal sanitation and specialized operations both have penetration rates above 10%.
05 Intelligent and Unmanned Development
Intelligent and unmanned technologies are rapidly being applied in the special vehicle sector. Shanghai Shuteng Company invested an additional 1 billion yuan in Suizhou to produce L4-level unmanned special vehicles. Relying on intelligent algorithms, these vehicles can perform high-risk tasks such as emergency rescue and police patrols.
The project plans an annual production of 3,000 vehicles, which will serve as an "accelerator" for Suizhou's intelligent vehicle sector.
The "Three-Year Action Plan for High-Quality Development of the Specialized Vehicle Industry (2025-2027)" formulated by Shiyan explicitly sets the goal of building a hundred-billion-yuan specialized vehicle industrial cluster.
By 2027, the city aims to add 30 specialized vehicle enterprises, 20 enterprises with revenues exceeding 100 million yuan, 20 "little giant" enterprises specializing in niche markets, and 15 champion enterprises in specific segments, with specialized vehicle production reaching 150,000 units.
06 Accelerated Internationalization Process
The internationalization of China's special vehicle industry is also accelerating. At the 2025 Liangshan Specialized Vehicle Exhibition, a large number of export-oriented specialized vehicle products were displayed, demonstrating the international competitiveness of China's specialized vehicle industry.
China's export markets for specialized vehicles have expanded from traditional developing countries in Southeast Asia and Africa to developed regions such as Europe and the Americas.
Specialized vehicle products from Liangshan County are not only widely distributed domestically but also exported to 90 countries in the Middle East, Southeast Asia, Africa, and South America.
